In order for a Board of 33 members to operate efficiently where all Board members have the opportunity to become involved, a strong committee system was developed. As a result, most of the work on policies and procedures occurs at the committee level. Committees, with the assistance of Board staff, may develop and recommend policies to the full Board. Policies must be voted on and approved by the Board.
Each committee will meet at least once before each Board meeting. Committee meetings are held at the time and place established by the Chair of the Committee after consultation with the other members of the committee. Each member of the Board will be expected to become a member of at least one committee.
Following is a list of the committees, along with a description of each committee, the name of the committee chair, and the names of current Board members that serve on each committee. Some committee responsibilities may overlap and those committees may meet jointly at times to review information or to develop or revise policies and procedures that will be referred to the Board for action.
This Committee is responsible for providing oversight of the operations of the Workforce Development System and the Workforce Development Board itself and for development of related policies. This includes the following functions:
1. Oversight of internal operations of the Workforce Development Board
2. Oversight of the internal operations of the Workforce Development System
3. Review of the finances of the Board and the System
4. Development of policies relating to fiscal and eligibility matters
5. Development of procedures to evaluate results of all programs
6. Review of progress on meeting Performance Standards, including Customer Satisfaction

This Committee is responsible for the development of an orientation package for new members of the Workforce Development Board and the Emerging Worker Council; and for ensuring that the Board and the Council receive the information necessary for carrying out their duties. These duties also include oversight and development of the following:
1. Orientation of new members and Chief Elected Officials
2. Ongoing education of WDB, Emerging Worker Council, and Chief Elected Officials
3. Addressing concerns of chronic absenteeism of Board Members
4. Reviewing individual Board Members requests for conference and training attendance

The Fulton, Montgomery, and Schoharie Counties Workforce Development Board, Inc. (FMS WDB) shall have the following seven officers who shall comprise the FMS WDB Executive Committee: one Chairperson, one Vice-Chairperson, one Secretary, and three Executive Committee members-at-large, and the immediate past Chairman. In accordance with WIA regulations, the Chair and Vice Chair must be Business representatives. Whenever possible, a member-at-large should come from each of the three counties. A member-at-large vacancy on this committee can be filled at any time by a vote of the simple majority of the full Board. Members will be limited to three consecutive terms in each office.
The Executive Committee meets on a quarterly basis or more frequently, if needed. It reviews and makes recommendations to the full Board regarding board staff personnel policies, state and federal level actions, and other issues as identified.

This Committee was created in June 2003 by the merging of the Training and Marketing Committees after members of both committees agreed that their goals were so closely related that it would be better to have one committee rather than two.
The mission of the Business Services Committee is to oversee the development and provision of quality business services to customers of the FMS Workforce Investment Area.
This will be accomplished through activities such as:
· Targeting and marketing of workforce development services to business and jobseeker customers in the FMS Workforce Investment Area;
· Identification of local skills gaps and training needs;
· Identification of emerging industries and technologies, and related workforce needs;
· Reviewing and revising training-related policies to target resources to areas of highest demand and greatest return.

The mission of this Committee is to ensure the delivery of quality customer service. The Committee is responsible for oversight of the operation of the One-Stop System on how it provides customer service. This includes oversight of the following items:
1. Development of One-Stop Operator criteria
2. Review applications for One-Stop Operators Consortium
3. Review information from customer satisfaction surveys
4. Develop a plan for continuous improvement of customer satisfaction
5. Recommend certification of Centers as meeting quality standards
6. Development a plan for yearly re-certification of Centers
